Luxembourg


The main priority in the Luxembourg road safety context is training and education of young and novice drivers. It covers:


o theoretical and practical driving lessons,
o accompanying measures,
o the provisional driving licence,
o advanced practical training (preventive, anticipative and defensive driving; vehicle behaviour in curves; emergency braking; driving on dry and wet pavements; skid behaviour of vehicles),
o the demerit points driving licence

 

The single European emergency call number 112 is well known and used. There is only one PSAP. Caller location can be transmitted on demand from the Mobile Network Operators into the PSAPs for calls from mobile phones. Currently, there is no commitment from Luxembourg in the development of eCall.

Road Safety Vision, Plans, and Targets

 

In 1994, the European Commission (Directorate General for Transport) commissioned a study, that was carried out by the Alliance Internationale de Tourisme/Federation Internationale d'Automobiles (AIT/FIA) and the Automobile Club of Luxembourg. The study resulted in a report entitled Sécurité routière au Luxembourg (Road Safety in Luxembourg) that was published in December 1994.

 

Road Safety Priorities

  • Accompanying measures
  • The provisional driving licence
  • Advanced practical training (preventive, anticipative and defensive driving; vehicle behaviour in curves; emergency braking; driving on dry and wet pavements; skid behaviour of vehicles)
  • The demerit points driving licence

Road Safety Management Organisation

Responsibility for road safety in Luxembourg is in the hands of both governmental bodies and non-governmental organisations. The various governmental bodies comprise:

  • Ministry of Transport (overall responsibility for road transport)
  • Ministry of the Interior (co-ordination of legislation and regulations)
  • Ministry of Justice (judicial responsibility and enforcement)
  • Ministry of Public Affairs (traffic management and co-ordination of state police (gendarmerie) and local police forces
  • Ministry of Public Works (responsible for road infrastructure and road signing)
  • Ministry of Public Health (responsible for aid for traffic accident victims)
